In Germany the State-certified Engineer is some one who first had 3.5 years Apprentice -

LEvel 4 on European and German qualifications Framework.

Then 2 year Technical College so together they are as of Jan 31 , 2012 on Level 6 On DQF and EQF.

In Germany the Technician is very high in comperison to other countries Technician. It tales

3.5 years Apprenticeship + 2 Year Technical College + 2 years Experience.

In UK its closer to IEng, Incorporated Engineer and In USA NACES evaluates it as equivalent

to BEng degree from Regionally Accredited University.

I think the closest in Canada is Professional Technologist.

Those who call it Technician are wrong, this is at the minimum a Technologist.
